Probity in Procurement – Your Engagement Matters
Executives often measure procurement success solely by price variance. Yet value collapses when legitimacy is questioned.
Under the Public Finance Management Act and the Municipal Finance Management Act, a contract that is procedurally tainted can be worse than no contract at all, resulting in delays, court review, reputational damage, and service disruptions.
Three stress tests before you issue any request for proposals:
- Role clarity—are specification writers insulated from prospective suppliers?
- Conflict hygiene—will declarations be tested against independent data (director links, beneficial ownership, litigation)?
- Reviewability—if your evaluation notes were published, would a reasonable person understand the scoring without needing the room’s politics?

Probity is not ceremony; it is the design of decisions that you would defend in daylight.
